Azure: Role environment . FAILED TO INITIALIZE. hr: -2147024891 -

again azure web app down quite few minutes (at least 5-10 minutes) in middle of day. during low load, horrible experience customers.

requests take forever giving returning 503 after long period of time. when in logs see low activity , low memory , cpu useage.

i've downloaded logs , see following entries:

does know what's going on? have 2 standard instances running.
